End-to-End H-1B Workflow in Parley

Parley is designed to manage the H-1B cap workflow — from selection through USCIS adjudication. This guide walks your team through each phase, with specific instructions on how to use Parley's features at every step.

Setting up custom workflows for the H-1B

  • Custom workflows can generate the Employer Support Letter, Attorney Support Letter, Exhibit Packet, and any RFE Responses - specific to your firm and your client's preferred formatting and language.

    • This even includes petitioner logos and custom headers!

  • To set up custom workflows, add a template or just a past sample filing to the Library in a single folder.

  • The Parley team will connect this folder to the custom workflow so that you can kick off work products from a single button in each Project you create.

    • Custom workflows will leverage relevant templates to generate work products fully dynamic to the employee-specific documentation within a Project, while re-using the structure and formatting from previous successful filings.


Organizing reusable evidence per petitioner

  • The quickest approach to organizing petitioner files that may be used across multiple filings is to store them in the Parley Library.

  • Once you are ready to assemble the packet for any given H-1B submission, just select Add Files within a Project to incorporate additional documentation.


Setting up the case in Parley

Create a new Project in Parley for each selected beneficiary - think of the Project as your case.

  • Name the Project (e.g., "John Smith - H-1B - [Employer Name]").

  • Share the Project with applicable team members.

  • Sync the Project directly with Google Drive, SharePoint, Dropbox, Clio, or Box -select the client's intake folder and Parley pulls everything in, including subfolders, automatically keeping the case up to date as new files are added.


Labor Condition Application (LCA)

  • In Parley, create a Petitioner Profile for the employer.

  • In Parley's LCA module, confirm the Position Title, SOC Code, SOC Occupational Title, Number of Positions, Wage Offered, Employment Start and End date, and Posting Location(s).

  • Select the Notice Start Date and add the employer's email to share the LCA notice.

  • The post will be maintained on a public URL for the 10-15 day compliance period and then will be taken down automatically.


Update the LCA Notice and Assemble the Public Access Filing

  • After drafting the LCA in FLAG, return to Parley to add the Case Number to the LCA notice.

  • Once the posting confirmation from the employer is received, then assemble the Public Access Filing in Parley.

  • The Public Access Filing can also be shared directly with the employer through Parley. Parley will manage the PAF on their behalf for the entirety of the compliance period.


Draft the employer support letter and attorney cover letter

  • If not already uploaded to a Project via a folder sync, start by uploading your client's documentation (questionnaire, immigration history, I-94, pay stubs, education credentials, EAD, etc.)

  • Within a Project, click "Start Draft" and select your Custom Workflow for the support letter and attorney cover letter.

  • Parley will use the Custom Workflow to review your client's evidence within the Project and apply it to the relevant template or past sample filing for any particular petitioner.

    • A petitioner template is not required for the drafting of these work products. Employer and attorney letters can be generated from the Project files from scratch.

  • Once generated, the drafts will be located in the Workflows tab of the Project and can be downloaded directly to Microsoft Word or Google Docs.


Assemble the exhibit packet

  • If there are petitioner files located in the Parley Library, first select Add Files and upload them directly to your Project.

  • Then click "Assemble Packet. Upload your finalized index and Parley will organize the relevant files from the Project and compile them into a PDF ready for download.

    • For petitioners with specific required ordering, custom divider page formatting, or firm-standard exhibit organization, Parley can set up a custom exhibit workflow. Once configured, the packet assembles automatically in the right format every time.


QA the Filing Prior to Submission

  • Prior to submission, use Parley Tables to QA the filing in its entirety.

  • Parley will review every page of every submission for the following:

    • Is the offered wage > prevailing wage

    • Unchecked boxes / incomplete form fields (I-129 + H supplement)

    • Certified LCA attached

    • Valid signatures

    • Correct Fees

    • Filing window is < 180 days before the requested H-1B start date

  • The Parley "H-1B Filing QA Checklist" template is available out of the box but can be fully customized to ensure filings are fully complete before submission.


Tracking the case through Applicant Profiles

  • Once the receipt notice is received, create an Applicant Profile within Parley.

  • Just drag and drop the I-797 to the Case History within the employee's profile and Parley will automatically keep you up-to-date with notifications from the USCIS.


Responding to an RFE

  • What kind of RFE did you receive?

    • Specialty Occupation

    • Beneficiary Qualifications

    • Employer-Employee Relationship

    • Itinerary / Third-Party Worksite

    • Prevailing Wage / LCA Issues

    • Petitioner's Ability to Pay

    • Bona Fide Job Offer / Speculative Employment

    • Change of Status / Maintenance of Status

  • Start by uploading the officer's comments and the original submission to the Project.

  • If additional documentation is required from the employee prior to responding, attach additional evidence directly to the Project as well.

  • Once ready, hit Start Draft and select the custom H-1B RFE Response workflow.

  • Parley will review the original filing, the officer's comments, additional evidence, and sample H-1B RFE responses attached to the custom workflow while drafting.

  • After submission, Parley will continue to provide automated case status notifications.
